Why it is not possible in C++ to do this:
int a;

int b;

// Why does this compile
a = b;

It is valid in Java.

To be more specific: it is not valid in Standard C++. From the C++11 Standard (§3.9.2/2):

There shall be no declarations that follow a declaration of a function outside the definition of that function.

In Java, this would be permitted. In C++, it is not. In other words, Java and C++ provide different styles of programming.

Though this is considered as compiler error, if you use this syntax to declare a variable outside it’s definition, you will get a valid code at compile time.
From any standard c++ compiler, and it does not generate any warning and get compiled with zero error.
class Test
{
int num;
};
int main()
{
int a;
int b;
//This is valid in C++, but invalid in java:
Test t = Test();
t.num = a;
t.num = b;
a=b;//This line of code is a valid change here.
Test c(a,b);
}

But this is not valid in java because of static analysis.
int a;

int b;

//Why does this compile
a = b;

Because java does not have function overloading using symbol named a.
Which is called Symbol hiding.
Consider the same example in c++.
